In the mid-1960s, Wisconsin had a “party permit” rule that many deer hunters considered too bold: four people could apply as a group for one additional deer license, which could only be used for an antlerless deer.
Some of the ditches dug by deer hunters who resist even this petite step toward controlling the deer herd are, in my opinion, deep enough to be considered trout streams if they were filled with sufficiently chilly water.
