Dean Bortz: What the hell is a “green card” on the Wisconsin NRB agenda?

I have been navigating the “corridors” of natural resource management for so long, from the Wisconsin DNR to the U.S. Fish and Wildlife Service to the state university system to local environmental groups to the Natural Resources Board to the Conservation Congress (oops, I almost forgot the judiciary and legislature), that I know where to turn and who to talk to if a question arises on any topic.
For me and every other outdoor photographer, it has long become second nature.
