Those of us with long memories were revived in April when voters at Wisconsin’s annual environmental hearings approved registering non-motorized recreational “assets” that often drift or remain on lean ice.
Imagine that people paid registration fees for kayaks, paddleboards, non-motorized boats, portable ice shanties and other equipment that helps us hunt, fish, explore, soak up sunlight and breathe fresh air. Other states, such as Minnesota, impose such fees to cover the costs of conservation rangers and law enforcement officers who are tasked with reuniting owners with their property after severe storms or elementary carelessness.
