Green Bay Packers running back Josh Jacobs was fined $45,020 by the NFL for unnecessary inconvenience for lowering his helmet during Week 3 of the 2024 season.
The game occurred with 5:16 remaining in the fourth quarter of the Packers’ victory over the Tennessee Titans. No penalty was awarded on the field, but video analysis of the play resulted in a penalty being imposed.
Why is the penalty so high in the first place? Jacobs is a repeat offender; last season, he was fined more than $21,000 twice for the same offense while playing for the Las Vegas Raiders.

At the end of the run, Jacobs appears to drop his head and initiate contact with the defender. It’s a move played hundreds of times over decades of professional football, but the NFL outlawed it in an attempt to protect players.
Jacobs is the first Packers player to be fined by the NFL under its gameday liability rules this season.
The league is publishing all fines and actions from the previous week on Saturdays this season.
From the NFL: “Players subject to accountability measures receive a letter telling them what they did, a video of the play, why they were fined and how much it will cost them. They also receive information about the possibility of appealing against the penalty. If they choose not to appeal, the penalty will be withheld for the next test match.”
All appeals are reviewed by appeals officers Derrick Brooks, Ramon Foster, Kevin Mawae and Jordy Nelson, four former players drafted by the NFL and NFLPA. The fines are transferred to the Professional Athletes Foundation.
