Fishing regulations are set as they are and do not change based on whether an angler is having difficulty catching a fish. For example, if fishing is “good,” the state maximum of three lines per person should be sufficient.
However, if the “catch” is penniless, the angler simply can’t add more lines to boost his chances. The maximum is still three lines per angler. Mary Bisch, a Wisconsin DNR game warden, was working Lake Winnebago with Logan Woods, a High Cliff State Park ranger, and had just issued a citation for fishing with four lines, a violation commonly referred to as “over-linking.”
